Dr. Michael Decleris studied Law and Social Sciences at the National University
of Athens - Greece, London - UK, and Yale - U.S.A. He was a Doctoral Fellow and
received a Ph.D. from the Law School of Yale University.
He served as a member of the High Court of Greece from 1958 to 1999, and as Vice-President
and President of the E Department of the High Court during the decade 1990-1999,
when this court produced innovative and rich decisions for the Protection of the Environment
and Sustainable Development.
He advanced over many years the science of large scale systems and taught
at higher education institutions in Greece and abroad.
He is the founder of Hellenic Systems Group and the European Systems Union based in Paris.
For many years he was a Professor of Public Policy in the National School of Public Administration.
He also taught environmental systems at the School of Engineering of the Democritus University of
Thrace. He received a honorary Ph.D. from D.U.TH. for his lifelong contribution to the Science of
Systems and the Environment.
He holds numerous awards and distinctions for his actions to protect the Environment, among which
the Gold Medal of the University of Crete. In 1999 he founded the Institute for the Environment
and Sustainability. He was invited to serve as consultant on national affairs, such as the problem
of Cyprus, the International Convention of Rio on the Environment and in the European Union
(Protection of Personal Information, Schengen Convention).
As President of the Institute for the Environment and Sustainability he participated in the
International Convention of Costa Rica (2002), the International Symposium of High Court Judges
for the Environment in Johannesburg (2002) and in the Consultative Committee of High Court
Judges of the UNEP in Nairobi (2003).
He is the author of many books and articles, among which: The Process of Reaction to Crisis
Situations, Evolution and Enforcement in Modern State, Systemic Theory, Systems Administration,
Handbook of Systems Science, Towards Expert Government, The Law of Sustainable Development etc.
